This program allows experienced entrepreneurs to obtain permanent residence by establishing and operating a business in Saskatchewan through the Expression of Interest system.
Important: The SINP does not provide priority processing or preferential treatment for any applications, and all applicants must meet all program requirements.
Four-Step Nomination Process

Submit Expression of Interest to SINP with business experience and establishment plan
EOI Selection
Highest-scoring candidates invited to apply based on points system
Business Establishment
Establish and operate business in Saskatchewan as per Business Establishment Plan
Nomination
Receive provincial nomination after meeting all program requirements

EOI Requirements
- 1Meet minimum entry eligibility criteria
- 2Complete Points Assessment Grid for scoring
- 3Provide information about entrepreneurial experience
- 4Submit detailed Business Establishment Plan (BEP)
Minimum Entry Criteria
- 1$500,000 CAD minimum in net business and personal assets
- 2Minimum 3 years of relevant business experience (past 10 years)
- 3Intent to invest $300,000 CAD (Regina/Saskatoon) or $200,000 CAD (other communities)
- 4Business management or entrepreneurial experience required
Selection Process
Scoring & Ranking
- ✓EOIs scored using Points Grid system
- ✓Top-scoring candidates prioritized for selection
- ✓Selection based on program requirements and inventory
After Invitation
- ✓Submit Business Establishment Plan matching EOI information
- ✓Applications processed in received order
- ✓No third-party endorsements supported
Business Establishment Requirements
Business Ownership & Management
- Minimum 33.3% ownership equity (unless investment ≥ $1M CAD)
- Active and ongoing day-to-day management participation
- Business must align with points assigned in Entrepreneur Category Grid
- Third-party business plan assessments may be required
Employment Creation
- Create two employment opportunities for Canadians/permanent residents
- Employees must not be related to the applicant
- Employment requirement applies to new businesses in Regina/Saskatoon
- Job creation must be maintained throughout business operation

Important Program Notes
Compliance & Penalties
- ⚠️2-year ban for intentional misrepresentation
- ⚠️Application rejection for omitted/misleading information
- ⚠️Ineligible if IRCC refuses Temporary Work Permit
Timelines & Requirements
- ⏰30 days to return signed Business Performance Agreement
- ⏰3 months to apply for Temporary Work Permit after approval
- ⏰18 months to arrive after Work Permit Support Letter issuance
